Beneficiaries: 1 million inhabitants

Objective: Promote socio-economic development through regional infrastructure projects focusing on improving tourism, accessibility between communities and access to basic services, encouraging co-operation between local units.

The program aims to boost regions (territories) towards development, utilizing their resources and competing among them. This instrument will function through calls for projects, to ensure equal treatment and transparency among applicants.

• Urban and environmental interventions
• Intervention in function of economic development
• Intervention in information and knowledge
• Intervention in infrastructure and public services

The target of the Regional Development Programme is to increase the standard and quality of life in all of Albania’s regions by 2027. Taking concrete measures to promote employability and improving the quality of life are the main goals designed for the following interest groups:

1. Central and Local levels of Government. At these two levels, they benefit in terms of successfully implementing investments in areas in need, creating a clear framework for further development by implementing needs focused interventions and financial resources.
2. Businesses, which directly benefit from the RLI (IVR). Focusing the interventions according to the needs of the area, thus facilitating the development of profitable activities in different sectors. These improvements will also increase the turnover and income of these businesses, while also improving their growth.
3. Individuals and Communities, the programme affects directly upon the quality of life to the individuals and communities. Establishing and increasing access to basic services, while also promoting economic growth through the whole region.

During the January-June period of 2021the Albanian Development Fund has programmed 53 projects to be invested, which are as follows:

• 32 are infrastructural Interventions
• 13 are Urban & Environmental Interventions
• 5 are Economic Development Interventions
• 3 are Knowledge & Information Interventions
