Beneficiaries: 500 thousand inhabitants

Objective: Improving living conditions of inhabitants throughout the country, increase of access to basic services , promoting tourism and promoting the agricultural sector, through project financing.

As a result of the positive performance in managing facilities financed in 2017, the Albanian Development Fund continued the process of identifying and selecting other high impact projects in tourism development and promotion. For this project, the Albanian Government has allocated a funding of ALL 7.2 billion.

Work in progress:

• Rehabilitation of Gjanica river and the center of Fier city;
• Continuation of Vlora promenade – southern segment from sports fields to tunnel;
• Requalification of the Industial Park in Kucova

Taking into account the funds needed to close the ongoing facilities and budget forecasts in the MTBP 2020-2022, the ADF undertook the process of programming new investments in a value of 6.5 billion ALL.

Thus, based on studies and the need for intervention in areas turned into genuine tourist destinations, field assessments by ADF engineers themselves, requests expressed in various meetings with representatives of interests in the area, etc., has been compiled the list of projects for financing from the State Budget, Development Programs. This list contains 11 objects as follows:

1. Systematization, asphalting of the road Permet-Çarshove;
2. Integrated intervention to improve access, services and urban retraining in the Beach-Palas-Dryhmades Area;
3. Integrated intervention to improve access, services and tourist attraction in the Albanian Alps area;
4. Urban requalification of the Bloc in the center of Kamza;
5. Revitalization of Andon Pofka Street and the surrounding areas, Fier Municipality;
6. Rehabilitation of Ahmet Zogu Square and Geraldine Park in Burrel City;
7. Integrated intervention to improve connectivity and urban requalification in the Municipality of Kavaja;
8. Construction of the road Rreshen - Sheshaj
9. Construction of Gjirokastra Bypass;
10. Road to the holy place Tomorri Mountain, Lot 2;
11. Urban requalification and construction of embankment for protection from Vjosa A.U Novosele.

Contracts have been signed, development permits have been obtained and the following projects are in the implementation phase:

1. Systematization, asphalting of the road Permet-Çarshove;
2. Urban requalification of the Bloc in the center of Kamza;
3. Revitalization of Andon Pofka Street and the surrounding areas, Fier Municipality;
4. Rehabilitation of Ahmet Zogu Square and Geraldine Park in Burrel City;
5. Integrated intervention to improve connectivity and urban requalification in the Municipality of Kavaja;
6. Construction of the road Rreshen - Sheshaj
7. Construction of Gjirokastra Bypass;
8. Road to the holy place Tomorri Mountain, Lot 2;

Referring to Normative Act no. 28 dated 02.07.2020, to this program were added the following facilities with a value of about 10 billion ALL:

1. Rehabilitation of neighborhoods No. 4,5,6 in Kukes Municipality
2. Urban Requalification of the Area,"Perroi i Llixhave", as well as "Ura e Pazarit" segment.
3. Urban requalification of the entrance of the city of Shkodra and the Park for vacationers;
4. Requalification of the center of Corovoda (Faza II)
5. Rehabilitation of Roads, Squares and Facades, Block in Neighborhood Nr. 2, Pogradec;
6. Urban requalification of the New Ring Road, Berat;
7. Renovation of the road axis Cermë-Divjake as well as the branches for the villages: Grabian, Çermë, Shkumbin – Bishçukas, Dushkuçan-Hallvaxhias-Germenj i Madh;
8. Reconstruction of Facades of buildings along the Drin River in the city of Lezha, Block no. 1 and Lalmiri Street, Naim Frashëri;
9. Urban requalification of the city center and creation of recreational space in the area of artificial lake, Ballsh;
10. Construction, Asphalting, Engineering Network, Street Nr. 1, Lekures, Lot 1 + 2;
11. Requalification and systematization of the Gjanica River, Lot II, Fier;
12. Urban Re-qualification near Vlora City Center ”Area A Kulla e Sahatit;
13. Urban Re-qualification of the touristic area, Golem;
14. Reconstruction of the Road Miras-Arrez;
15. Reconstruction of "Cameria" Street and the ring Road, Kavaja;
16. Improvement of asphalt layers for roads in Regions 1, 2 ;
17. Improvement of asphalt layers for roads in Regions 3,4 ;
18. Rehabilitation of the Road Nivice-Salari;
19. Reconstruction of the Road from the intersection Dardhe-Arrez to the village Nikolice;
20. Asfaltimi i Rrugës Labinot-Fushë/Qafë Renas si dhe Rrugës së re të varrezave Elbasan dhe ndërtimi i mbikalimit hekurudhor në kryqëzimin e Rrugës Nacionale Elbasan-Librazhd, me rrugën “Borodin Mitarja”;
21. Support for the program (Opposition, Supervision and Testing of Works).

Contracts have been signed, development permits have been obtained and 18 projects are in the implementation phase:
