Beneficiaries: 80 thausand inhabitants

Objective: Improve access to selected agricultural and tourism centers, and strengthen their municipalities’ capacity to manage their road assets.

This Program aims to support the development of the tourism and agriculture sectors and regional connectivity through improved road access, as key drivers of economic growth and employment in Albania. The Connectivity Program also aims to develop a general framework for investment in transport infrastructure with a focus on the regional road network in areas with agricultural and tourism potential throughout the country.

The first Phase of the Connectivity Program aims to implement the following components:

First Component. Accessibility improvement will finance the rehabilitation of regional and local roads

This component will finance the rehabilitation of regional and local roads; design services, civil works supervision, road safety auditing; implementation of measures to improve road safety.

Second Component: Capacity building for Local Self-Government Units This component will provide support to LGUs in two areas of their responsibilities, which are the management and maintenance of their road networks and support in the implementation of rural development programs that can be financed by the LGUs themselves, by the Government or other development partners.

Third Component: Implementation Management Support. This component includes the ADF operating cost, development and maintenance of a geographic information system (GIS) and database for regional and local routes, medium-term assessment and capacity building for the ADF.

The Second Phase This phase includes the construction and rehabilitation of the following roads Shengjin Baks - Rrjoll, Uje i Ftohte - Orikum, and the construction of 2 bypasses and road segment Zgosht - Cerenec Bridge.
