  1. The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds toward payments under the following contract.

 

Albanian Development Fund (ADF) is the Project Implementing Agency for the Project for Integrated Urban and Tourism Development (PIUTD).

 

  1. The ADF now invites sealed Bids from eligible Bidders for Site Management, Interpretive, Visitor Experience, for Kanina Castle, Borsh Castle, and Spile Cave touristic sites, including Restoration and Structural Interventions to increase cliff stability of both Castles.

 

  1. The Castle of Borsh is at high risk due to (a) the presence of cracks on the cliff’s slope, causing its instability and likelihood of landslides to the Castle Hill, (b) deterioration of the masonry Castle walls, and (c) significant damage on the Hajji Bendo Mosque located at the entrance of the Castle. The conservation measures and interventions which will be identified and designed with reference to the observed deficiencies on the vulnerable structures within the Castle of Borsh will serve to (a) increase cliff stability, (b) repair the masonry Castle walls, and (c) preserve the Hajji Bendo Mosque. The proposed mitigation measures include both conservation and stabilization interventions such as, but not limited to (cleaning of vegetation of fortress walls, restoration of stone walls, floors etc, lime mortars etc., masonry consolidation, injections of cracks, capping of walls, dome conservation, treatment of wood, plaster, and mural paintings; installation of galvanized metal cap over mosques minaret and new roof covering.)

 

  1. Kanina Castle’s main problem is the risk of detachment of a rocky massif where the castle is located. During project preparation, it was called for an urgent need for the fragmentation of the detached rock masses as well as the improvement of the stability conditions of the slopes on which the Kanina Castle lies, in order to prevent any disaster as well as the stability of the cultural heritage site. The conservation measures and interventions which are identified were designed with reference to the observed deficiencies on the vulnerable structures within the Castle of Kanina and will serve to (a) reinforcement of the slope (b) restoration of perimeter wall of the Castle. The proposed mitigation measures include both conservation and stabilization interventions such as, but not limited to (cleaning of vegetation of fortress walls, restoration of stone walls, floors etc, lime mortars etc., masonry consolidation, injections of cracks, capping of walls, dome conservation, treatment of wood, plaster, and mural paintings; installation of galvanized metal cap over mosques minaret and new roof covering.). Conservation of the CASTLE includes, structural stabilization, installation of structural elements, geological interventions, repointing of mortar, grouting of walls and underlying geology, stitching cracks, stone replacement and partial masonry reconstruction for safety issues, etc. This also includes the conservation of the Mosque itself and Mosque’s roof with moisture protection and drainage around the site where is more problematic, by first addressing the geological issues of the rock beneath it. Geology issues related to the rocks above the walkway are also crucial to address. All of these measures are outlined graphically in the Drawings and fiscally in the Bill of Quantities. Please refer to the drawings for further information.

 

  1. Cave of Spile, being the oldest living space in the Himara region, from the fourth century B.C, which is located on the eastern most side of the city’s main avenue has been added as part of the package to be served as a tourism product. The Cave has not served as a permanent residence because there have not been found remnants of sustainable structures, but instead it has been used as a shelter for short periods. The interventions here foresee rather a minimum lift up through artistic lighting and access of the site. The scope of this work will be limited to only a few interventions which include the following: • New fencing to improve protection, visibility, and access • Information panel for visitors • Lighting

 

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procuremen( Regulations for IPF Borrowers” July 2016 as revised (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. The signing of the contract would be subject to extension of the Additional Financing.

 

  1. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 10:00 to 14:00 hours at the address given below.

 

  1. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150 EUR. The method of payment will be direct deposit to the ADF account, at Credins Bank, as follows:

The document will be sent by e-mail or dispatched.

For the direct deposit, the Bidder should provide Bank’ payment receipt to ADF. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

 

  1. Bids must be delivered to the address below on or before January 13, 2025, 10:00 hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

 

  1. All Bids must be accompanied by a bid security in the amount of 56,000 EUR, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice.

 

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
