  1. The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds toward payments under the following contract.

 

Albanian Development Fund (ADF) is the Project Implementing Agency for the Project for Integrated Urban and Tourism Development (PIUTD).

 

  1. The ADF now invites sealed Bids from eligible Bidders for Integrated Urban Upgrading of Borsh.

 

Integrated Urban Upgrading Borsh (The Borsh Bypass project) enhances the existing roadway by improving its surface, safety features, and environmental facilities while following the original path to minimize disruption. New asphalt layers ensure a smoother and more durable road surface, reducing maintenance needs and enhancing driver comfort.

 

Comprehensive safety measures, including updated signalization and continuous lighting along the route, provide greater visibility and reduce the risk of accidents, particularly at night. Additionally, strategically placed rubbish bins help keep the area clean and encourage responsible waste disposal. By relieving congestion on nearby roads, the Borsh Bypass offers an efficient alternative route that improves traffic flow, reduces travel times, and supports regional mobility, all while respecting the existing landscape.

 

This project demonstrates a balanced approach to infrastructure development, focusing on enhancing the user experience and environmental responsibility.

 

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procuremen( Regulations for IPF Borrowers” July 2016 as revised (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. The signing of the contract would be subject to extension of the Additional Financing.

 

  1. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours from Monday to Thursday 08:00 to 16:30 hours and Friday 08:00 to 14:00 hours at the address given below.

 

 

 

  1. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150 EUR.

 

  1. The method of payment will be direct deposit to the ADF account, at Credins Bank, as follows:

The document will be sent by e-mail or dispatched.

 

For the direct deposit, the Bidder should provide Bank’ payment receipt to ADF. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

 

  1. Bids must be delivered to the address below on or before January 06, 2025, 10:00 hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

 

  1. All Bids must be accompanied by a bid security in the amount of 107,000 EUR, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice).

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
