  1. The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds toward payments under the following contract.

 

Albanian Development Fund (ADF) is the Project Implementing Agency for the Project for Integrated Urban and Tourism Development (PIUTD).

 

  1. The ADF now invites sealed Bids from eligible Bidders for “IntegratedUrban Upgrading of Ksamil Touristic sites and adjacent areas (City Square and Promenade Phase 1”

 

The Final Design for Ksamil Lot 1- of the promenade rejuvenation project preserves the existing corridor, transforming it into a continuous linear structure integrated with strategically placed functional interventions.

 

Key elements include a defined entrance gateway, an optimally located bus stop for enhanced transit connectivity, a dedicated pool area, separate stair installations for vertical access, an extended pier facilitating waterfront integration, a basketball court, and a mini square serving as a social node.

 

Additionally, the main square adjacent to Tirana Bank is renovated to act as a central spatial anchor. These architectural interventions collectively create a cohesive, multifunctional pathway that adheres to urban design standards, ensuring visual harmony and programmatic efficiency along the promenade.

 

The project is structured around a central axis, which corresponds to the main road of the town. This axis will undergo significant enhancements to improve traffic flow, pedestrian accessibility, and overall urban experience. The promenade’s design focuses on maintaining a coherent visual identity while ensuring functionality through meticulous planning and adherence to design principles. This approach will create a harmonious and visually striking public space that integrates sea messily with its urban and costal surroundings. Demolition and reconstruction of the retaining walls in the left and right directions of the pedestrian walkway according to the respective progressives.

 

The pedestrian walkway is illuminated throughout its length. The type of lighting is given in the electrical project. It will also be surrounded by greenery throughout its length. Utilization of materials like washed concrete in white and grey, and decomposed granite for public spaces.

 

 

 

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procuremen( Regulations for IPF Borrowers” July 2020 as revised (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. The signing of the contract would be subject to extension of the Additional Financing.

 

  1. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours from Monday to Thursday 08:00 to 16:30 hours and Friday 08:00 to 14:00 hours at the address given below.

 

  1. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150 EUR.

 

  1. The method of payment will be direct deposit to the ADF account, at Credins Bank, as follows:

The document will be sent by e-mail or dispatched.

 

For the direct deposit, the Bidder should provide Bank’ payment receipt to ADF. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

 

  1. Bids must be delivered to the address below on or before January 16, 2025, 10:00 hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

 

  1. All Bids must be accompanied by a bid security in the amount of 164,000 EUR, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice).

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
