  1. The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds toward payments under the following contract.

 

Albanian Development Fund (ADF) is the Project Implementing Agency for the Project for Integrated Urban and Tourism Development (PIUTD).

 

  1. The ADF now invites sealed Bids from eligible Bidders for Civil Works for Underwater Center in Saranda and Zip Line Permet.

 

2.1 UNDERWATER CENTRE IN SARANDA

 

In line with the overarching goal of the PIUTD project to enhance urban infrastructure, boost tourism, and strengthen institutional support for local economic development in select areas, the tourism vision aims to

offer a “full Albanian experience.” This vision showcases the country’s coastal, natural, and cultural attractions through existing and new tourism ventures, all while preserving natural areas, promoting sustainable and slow tourism, and integrating the local community.

A key addition to Saranda’s tourism offerings is the Underwater Centre, which connects themes of coastal,cultural, and educational tourism. This unique centre will not only support the local economy but also provide a new space for entertainment and education. Recognized by National Geographic as one of thetop 10 underwater archaeology sites, Southern Albania has yet to offer related tourist attractions. The Underwater Centre will feature exhibits, educational areas, activities for children, lectures, events, coworking spaces, and sea-themed food services, diversifying Saranda’s tourism beyond its renowned blue water beaches.

 

2.2 PERMET ZIP LINE

 

Permet’s existing tourism offerings present a harmonious blend of cultural and nature tourism. Visitors have the opportunity to slow down and savor local slow food dishes, as well as explore the natural beauty of the area through biking, hiking, climbing, or rafting in Permet’s most important attraction, the Vjosa National Park.

The proposed zip line is designed to complement, rather than compete with, Permet’s existing tourism offerings, creating synergy among various activities. Strategically placed near the Vjosa rafting starting point, the route to Petran Climbing Craig, and the Benja thermal baths, the zip line’s location enhances the connectivity between these attractions.

This strategic placement not only fosters synergy between different activities but also provides opportunities for local tour operators and businesses to reach a wider audience and utilize the infrastructure proposed by the zip line, such as the info point, parking, and viewpoints. Additionally, it offers potential employment opportunities for local businesses and operators.

As the first activity of its kind in southern Albania, the zip line will offer a thrilling experience by the Vjosa River and valley, enhancing the overall appeal of the region and diversifying its existing tourism offerings.

 

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procuremen( Regulations for IPF Borrowers” July 2016 as revised (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

 

  1. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 10:00 to 14:00 hours at the address given below.

 

  1. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150 EUR. The method of payment will be direct deposit to the ADF account, at Union Bank, as follows:

The document will be sent by e-mail or dispatched.

For the direct deposit, the Bidder should provide Bank’ payment receipt to ADF. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

 

  1. Bids must be delivered to the address below on or before December 19, 2024, 10:00 hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

 

  1. All Bids must be accompanied by a bid security in the amount of 58,000 EUR, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice.

 

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
