  1. The Government of Albania has received financing from the World Bank toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds toward payments under the following contract.

Albanian Development Fund (ADF) is the Project Implementing Agency for the “Regional and Local Roads Connectivity Project (RLRCP)” Project.

  1. ADF now invites sealed Bids from eligible Bidders for:

RLRCP/1/1.12/2020, “Rehabilitation of secondary road in touristic area Plepa – Golem”. The construction period is 12 months. The Project consists of the reconstruction of the road the secondary roads from “Plepa” Roundabout to “Golem” underpass on both sides, identified by the designer as “AM” and “AD”. The road rehabilitation is followed by the construction of the new networks of the underground facilities such as drainage electrical and road lighting.

The main objectives are:

–  improving access to the touristic potentials of the area, with the purpose of tourism development,

–  increase the quality of life of the community and vacationers,

–  increase opportunities for the sustainable economic development of the tourist area,

–  improve and ensure movement of vehicles and people within the tourist area as well as improving and facilitating the circulation of vehicles from the tourist area towards Kavaja, Durrës and Tirana.

To achieve the above objectives, it is foreseen the reconstruction of the roads, canals and promenades, mainly on existing paths.

  1. Bidding will be conducted through international competitive procurement using Request for Bids (RFB), Small Works (One-Envelope Bidding Process) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 10:00 to 14:00 hours at the address given below.
  3. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 Euro. The method of payment will be direct deposit to the ADF account, at Union Bank, as follows:

The document will be sent by e-mail or dispatched.

For the direct deposit, the Bidder should provide Bank’ payment receipt to ADF. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

  1. Bids must be delivered to the address below on or before May 31, 2021, 11:00 hrs. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be immediately publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below.
  2. All Bids must be accompanied by a bid security in the amount of 163,000 US$, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice.
  3. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
