I. The duration and summary scope of the contract: The construction period is 10 months. The works are required having in consideration that in order to create a centrality it is needed to have an urban structure that defines building activities with their related public space.
The works consist in requalification of Vermosh Center: River protection, decorative stone plates covering, urban elements and landscaping; replacing the roof improving technology: ventilated roof system with waterproof membranes, insulation, finished with wooden pine plates fixed with metal profile, cleaning the finishes, removing mortar, refill with new injection to protect and reinforce the stone; consolidating the structure from inside: wall, floor, roof and staircase etc.
The Site is located at Malesia e Madhe municipality.
II. The selection method used: The Most Advantageous Bid.
III. The Bidder submitting the successful Bid: “Uleza Ndertim” shpk, Tirane.
IV. The Contract price of the successful Bid: 117,844,607 ALL (net of VAT) – 141,413,528 ALL (VAT included).

VIII. The unsuccessful bidders and the reasons the bids were unsuccessful:
1) JV “Nika” shpk & “NNP Standard” ltd
The bid is not substantially responsive and does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:
ITB 32.2. The JV member “NNP Standard” ltd is registered in Kosovo. According to the ITB 32.2, in this case, the documents submitted should be legalized (in respective institution in Kosovo). The bidder has not submitted the documents in appropriate form but as notarized copy of them in Albania.
4.2. a) Specific Construction Experience. The criterion is not fulfilled.
The JV member “Nika” shpk submitted the following contracts:
1. “Residential Building and commercial space 8fl”, started in 10/2010 and completed on 10/04/2013. The value of the works is 273,257,460 ALL.
This contract is not executed within the requested period.
2. “Reconstruction of “Migjeni Theatre” started in 10/2015 and completed in 12/2016. The value of the contract is 57,000,000 ALL.
The value of works executed is smaller than the requirement value.
The JV member “NNP Standard” ltd has submitted the following contract:1. “Construction of business 8 residential block in neighborhood Prishtina, Building 4/6”, started in 2013 and completed in 2014.
This contract is not executed within the requested period.
4.2. b) Specific Construction Experience. The criterion is not fulfilled.
The bidder has executed the following volumes:
i. 3,000 m3 gabion and slope protection as opposed to 5,400 m3 requested;
ii. 5,500 m2 of stone plate works as opposed to the 6,000 m2 requested;
iii. 613 m2 roof construction as opposed to 4,000 m2 requested;
iv. 1,036,450 ALL mechanical works as opposed to 14,000,000 ALL requested.
2) “Sterkaj” shpk
The bid is not substantially responsive as follows:
ITB 19.1. and 19.3. The Bid Security is required as an unconditional guarantee issued by a bank. No other type of securities is acceptable.
The Bid Security submitted by the Bidder it is not issued by a bank; it is a Bid Bond issued by the Surety “Albsig”.
Bid Evaluation Committee didn’t continue with further verifications.
IX. The standstill period is 10 days.
