TIRANA-The overall goal of " Regional and Local Roads Connectivity " project is the investment in roads which have an impact on tourism and agriculture development.This project was launched today at the premises of Albanian Development Fund.

The executive director of the Albanian Development Fund, Mr. Benet Beci stressed in his speech that this program comes after a year and a half of preparation and is a Government initiative to fund the country's secondary road network especially in areas with tourism and agricultural potential.

“Këto rrugë që do të financohen nga projekti  kanë në fokus kontributin në sektorët e bujqësisë dhe turizmit në vend. Ata janë të koordinuar me programe të Qeverisë për nxitjen e turizmit bregdetar e malor, por edhe të turizmit rural e agropërpunimit, duke qenë të koordinuar edhe me programin e 100 fshatrave. Është e rëndësishme të thuhet se investimet janë të ndërthurura me një sërë programesh investimi të Qeverisë e donatorëve,” tha z. Beci.

The representative of the World Bank in Albania, Mrs.Maryam Salim noted that the reconstructed roads will promote the development of tourism and agribusiness in the identified areas, and will support the beneficiary municipalities with technical assistance according to their needs.

“This is an important program that will contribute to improve access to selected agricultural and tourism centers, and will strengthen selected project municipalities’ capacity to manage their road assets, “ said Mrs. Salim.

This program is built on two main pillars: reducing the time and cost of travel. Tourism centers will have an extensive increase and the access of agricultural producers to markets and agro-processing centers will be easier. Beneficiary Project Communities is estimated to be about 80,000 inhabitants.

Të nderuar kryetarë të Bashkive  dhe përfaqësues të ministrive,

 

Është kënaqësi e veçantë që të mirëpres pranë zyrave të Fondit Shqiptar të Zhvillimit takimin për lançimin zyrtar të Projektit të Ndërlidhjes Lokale e Rajonale.  Projekti financohet nga Qeveria Shqiptare nëpërmjet një kredie prej 50 mln USD nga Banka Botërore. Projekti do të financojë investime në rrjetin rrugor kryesisht në zona të një rëndësie të veçantë  nga këndvështrimi i zhvillimit të turizmit. Me konkretisht kredia do të financojë ndërtimin e rrugëve: Pogradec-Tushemisht në bashkinë e Pogradecit, Qarku Korçë: Fier – Seman në bashkinë Fier dhe rrugën  Qafë Thore – Theth që kompleton lidhjen e Thethit me rrjetin rrugor të asfaltuar.

It is possible that the loan may also fund other segments. Regarding this my colleagues will provide more detailed information. Besides direct investments and supervisory costs the project, includes building municipal capacity to manage and maintain road networks, in order to maximize the benefits of tourism and agriculture as key sectors of rural economy.

Pavarësisht se sot në lançojmë projektin zyrtarisht, puna për projektin ka nisur më shume se  një vit e gjysëm përpara. Ka qenë një nismë e Qeverisë për të financuar në rrjetin rrugor dytësor të vendit veçanërisht në zonat me potencial më të rëndësishëm turistik e bujqësor. Për këtë arsye vitin e kaluar FSHZH u kërkoi të gjitha bashkive të dërgonin projektet e tyre më të rëndësishme  rrugore në fushen e ndërlidhjes rajonale.

ADF established a database several years ago which was updated with the start of this project. The priority roads of municipalities are being financed by the World Bank and the Albanian Government through the ongoing funding with ADF as an implementing agency. As part of the same program, soon EBRD will approve another USD 50 million loan for road investment.

Projektet e  zbatuara nga FSHZH në fushën e infrastukturës rrugore rurale kanë rezultuar mjaft të suksesshëm si në cilësi e jetëgjatesi por po ashtu edhe përsa i përket ndikimit të investimeve në jetën e komuniteteve vendore. Nga studimet e ndikimit të investimeve rezulton se rrugët rurale sjellin përfitime të shumëllojshme. Këto përfshijnë:
  • Reduced travel time on project roads.
  • Increased land and property value in beneficiary communities.
  • Improving access of health and education social services.
  • Increase of consumer incomes and employment opportunities.

Këto rrugë që do të financohen nga projekti  kanë si fokus kontributin në sektorët e bujqësisë dhe të turizmit në vend. Ata janë të koordinuar me programe të Qeverisë për nxitjen e turizmit bregdetar e malor por edhe të turizmit rural e agropërpunimit, duke qenë të koordinuar edhe me programin e 100 fshatrave. Është e rëndësishme të thuhet se investimet janë të ndërthurura me një sërë programesh investimi të Qeverisë e donatoreve. Më kokretisht:

 

  • Pogradec-Tushemisht Road kontibuon në një lidhje më të mirë ndërkufitare me Maqedoninë dhe në largimin e trafikut nga Bregu i Liqenit, projekti është i koordinuar hap pas hapi edhe me programet e Qeverisë dhe të Fondit Shqiptaro-Amerikan për zhvillimin  e zonës Drilon-Tushemisht si një model i një zhvillimi të qëndrueshem.
  • Qafe Thore-Theth Road connects Theth, one of the most important alpine areas of Albania, with another road of good parameters. Currently, the road is very dangerous and hampers the development of tourism in this area. This road has been identified as one of the main priorities of the Masteplan of the Alps, supported by ADF over 2 years and approved by the Government in December last year. The master plan set up the basis of a long-term successful tourism development in the area.
  • Fier-Seman Road creates an optimal access to Fier municipality. The road passes through villages that are part of 100 villages program and offers a better access to Apollonia park, Fier. Fier Bypass investment and discussions about the design of a masterplan for the utilization of the entire seaside area, offers a great opportunity to attract tourist investments.

Road design work has started in advance and now we are at the final phase. Projects have been funded by the Albanian Government with the intention to start using the investment loan immediately. The next spring, work will start in the three segments. Road design standards are optimally set for rural roads and urban roads, including all road elements such as sidewalks, lighting, etc.

Së fundmi, më lejoni të theksoj se që nga viti 1993 kur është themeluar FSHZH ka pasur vazhdimisht financim nga projekte të Bankës Botërore. Përveç vlerës së konsiderueshme të financimit nga projektet e Bankës;  mbi të gjitha Banka ka qenë një partner shumë i rëndësishëm dhe afat-gjatë në rritjen insititucionale të organizatës.

Word Bank has been a very important and long-term partner in the institutional growth of the organization. Jointly with the Bank, we have shifted from financing small-scale projects into important sectoral programs at the national level.Example of this are road programs, integrated urban development program in the South of the country etc. Cooperation with the World Bank's professional staffs has been a valuable combination for successful projects and has helped to increase and strengthen the ADF. I am sure that this project will be as successful for both the World Bank and the Albanian Government.
