  1. The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds toward payments under the following contract.

 

Albanian Development Fund (ADF) is the Project Implementing Agency for the Project for Integrated Urban and Tourism Development (PIUTD).

 

  1. The ADF now invites sealed Bids from eligible Bidders for Ksamil Welcome Center.

 

Nestled in the coastal town of Ksamil, the Welcome Center is designed to serve as a vibrant hub for cultural, social, and recreational activities. Comprising two distinct structures—the Welcome Center and the Observation Tower—the project seamlessly integrates public spaces with functional versatility.

Welcome Center

A dynamic, multi-level structure, the Welcome Center offers diverse spaces for public engagement:

  • Ground Floor:An open market with a flexible layout allows for local vendors, seasonal fairs, and community gatherings. Integrated bars and seating areas create a lively atmosphere.
  • First Floor:Hosts a Summer Art School, providing creative workshops, exhibitions, and cultural events.
  • Second Floor:Dedicated to sports and fitness, featuring training areas, changing rooms, and all necessary sports facilities.
  • Rooftop Terrace:A versatile outdoor space, adaptable for both sports activities and community events, maximizing Ksamil’s scenic coastal environment.

Observation Tower

Standing as a visual and functional landmark, the Observation Tower serves multiple purposes:

  • Tourism Information Center, offering guidance and resources for visitors.
  • Panoramic Viewing Platform, capitalizing on the tower’s height for stunning coastal views.
  • Bar & Lounge Area, providing a relaxed setting with scenic overlooks.
  • Storage & Service Areas, supporting the center’s operational needs.
  • Vertical Circulation, ensuring seamless access across all levels.

Together, the Welcome Center and Observation Tower redefine public space in Ksamil, fostering engagement, creativity, and recreation while embracing the town’s natural beauty.

 

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 as revised (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. The signing of the contract would be subject to extension of the Additional Financing.

 

  1. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 10:00 to 14:00 hours at the address given below.

 

  1. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150 EUR. The method of payment will be direct deposit to the ADF account, at Credins Bank, as follows:

The document will be sent by e-mail or dispatched.

For the direct deposit, the Bidder should provide Bank’ payment receipt to ADF. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

 

  1. Bids must be delivered to the address below on or before April 08, 2025, 10:00 hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

 

  1. All Bids must be accompanied by a bid security in the amount of 134,000 EUR, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice.

 

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
