  1. The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds toward payments under the following contract.

Albanian Development Fund (ADF) is the Project Implementing Agency for the Project for Integrated Urban and Tourism Development (PIUTD).

  1. The ADF now invites sealed Bids from eligible Bidders for purchase of “Goods for support municipal services by improving traffic management issues.”.

Based on the Plans of Mobility for the municipalities of Berat, Gjirokastër, Përmet and Sarandë, considering terrain morphology and traffic aspects in them as well, the following typologies of vehicles are proposed in order to facilitate tourism related mobility issues in respect of sustainable environment and transport. The operator of these vehicle has been a considerable variable in proposing the typology and quantity of vehicles. All vehicles should be branded as requested by the relevant municipalities in order to promote them. All the works for the installation of the charging facilities or related to the stationing of the vehicle should be executed by licensed subjects in accordance with the Albanian Law.

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”

July 2016 as revised (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. The signing of the contract would be subject to extension of the Additional Financing.

  1. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours from Monday to Thursday 08:00 to 16:30 hours and Friday 08:00 to 14:00 hours at the address given below.
  2. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150 EUR.
  3. The method of payment will be direct deposit to the ADF account, at Credins Bank, as follows:

The document will be sent by e-mail or dispatched.

 

For the direct deposit, the Bidder should provide Bank’ payment receipt to ADF. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

 

  1. Bids must be delivered to the address below on or before January 13, 2025, 12:00 hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

 

  1. All Bids must be accompanied by a bid security in the amount of 35,500 EUR, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice).

 

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
