  1. The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds toward payments under the following contract.

Albanian Development Fund (ADF) is the Project Implementing Agency for the Project for Integrated Urban and Tourism Development (PIUTD).

  1. The ADF now invites sealed Bids from eligible Bidders for Integrated Urban Upgrading of Orikum- The rehabilitation of the main boulevard of Orikum and public spaces.

The rehabilitation of the main boulevard of Orikum will also include enhancing public spaces with urban furniture and greenery. The project will involve refurbishing façades with necessary insulation layers and unifying the façade colors with the other buildings along the boulevard.

The project is designed around a main axis corresponding to the town’s main road, which will be enhanced. Existing layers will be demolished, and new layers will be constructed, with the finishing layer made of brushed concrete. Along this axis, there will be two bike lanes on both sides, paved with concrete tiles. Additionally, there will be eight pockets that correspond to public spaces reimagined to feature more green areas, improved building layers, and more activities. Materials used for these spaces include washed concrete in white and grey, and decomposed granite. Surrounding these pockets are buildings that will have their façade layers redone to improve thermal insulation and achieve a more aesthetically unified architectural style with the town.

The project is structured around a central axis, which corresponds to the main road of the town. This axis will undergo significant enhancements to improve traffic flow, pedestrian accessibility, and overall urban experience. The key components of the project are:

  • Demolition of existing road layers and construction of new layers with brushed concrete as the finishing layer.
  • Installation of two bike lanes on both sides of the main road, paved with concrete tiles.
  • Creation of eight pockets of public spaces, featuring increased greenery, improved building layers, and more community activities.
  • Utilization of materials like washed concrete in white and grey, and decomposed granite for public spaces.
  • Façade refurbishment for surrounding buildings to improve thermal insulation and achieve aesthetic unity.
  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 as revised (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. The signing of the contract would be subject to extension of the Additional Financing.
  2. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 10:00 to 14:00 hours at the address given below.
  3. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 150 EUR. The method of payment will be direct deposit to the ADF account, at Credins Bank, as follows:

The document will be sent by e-mail or dispatched.

For the direct deposit, the Bidder should provide Bank’ payment receipt to ADF. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

  1. Bids must be delivered to the address below on or before December 27, 2024, 10:00 hrs. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.
  2. All Bids must be accompanied by a bid security in the amount of 59,000 EUR, or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice.
