Contract Title: “Urban Regeneration of the Existing Promenade “Naim Frasheri” in Saranda”

  1. The Republic of Albania (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) in the form of a “loan” (hereinafter called “loan” toward the cost of Project for Integrated Urban and Tourism Development (PIUTD), and it intends to apply part of the proceeds of this loan to payments under the contract for “Urban Regeneration of the Existing Promenade “Naim Frasheri” in Saranda”/ ICB No.: AL-ADF-15536-CW-RFB.

 

  1. The Albanian Development Fund (ADF)/PMT now invites sealed bids from eligible bidders for under the above mentioned contract which consists of:

 

  1. Site Clearance & Demolition Works
  2. Earthwork, Excavation & Backfilling Works;
  3. Marine Works including:
  4. Excavation underwater;
  5. Leveling layer for leveling of concrete;
  6. Excavation in the beach area;
  7. Concrete Blocks Works;
  8. Pile drilling and Concrete works Piles;
  9. Site Development Work & Landscaping;
  10. Construction Works;
  11. Electrical Works;
  12. Hydraulic Works;

 

This contract will be implemented in Saranda, Albania and the construction period will be 14 months.

 

 

 

  1. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (January 2011, revised July 2014), (“Procurement Guidelines”), and is open to all eligible bidders

as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

 

  1. Interested eligible bidders may obtain further information from the Albanian Development Fund at the address below and inspect the bidding documents during office hours during office hours 0900hrs to 1630hrs Monday to Thursday, Friday 0800hrs to 1400 hrs at the address given below.

 

  1. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable 100 Euro.

The delivery procedure is usually air mail for overseas delivery and surface mail or courier for local delivery. If urgency or security dictates, courier services may be required for overseas delivery.

 

  1. Bids must be delivered to the address below on or before July 10, 2019, at 10.00 am, local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below on July 10, 2019, at 10.00 am, local time.

 

  1. All bids must be accompanied by a Bid Security issued by a Bank in the amount of 60,000 Euro.
