The Government of Albania has received a financing from the World Bank – International Bank for Reconstruction and Development (IBRD) toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include professional expertise complying with the highest international standards which will be paid to the segments improving design and implementation aspects. Road safety audit stage 2 shall be paid to the segments intended for reconstruction under the RLRCP.
A pilot zone near the road segments will also be studied and improved with high road safety measurements. This zone will serve as a model for future interventions of safety in infrastructure projects. The expected period for the service commencement is May 2019.
Objective of the services:
The objective of the services is the safety audit of the road segments under implementation of the RLRCP and the design preparation of a model zone with the highest safety standards. The consultant will be also entitled to supervise the proposed interventions within this assignment.

The Albanian Development Fund now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Key Experts will not be evaluated at the shortlisting stage.
Consultants satisfying the above criteria shall be ranked against the same criteria and a shortlist comprised from 5 to 8 consultants shall be prepared.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, as amended, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultants Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
