  1. The Government of Albania has received financing from the World Bank toward the cost of the Regional and Local Roads Connectivity Project (RLRCP), and intends to apply part of the proceeds toward payments under the following contract.

Albanian Development Fund (ADF) is the Project Implementing Agency for the “Regional and Local Roads Connectivity Project (RLRCP)” Project.

  1. ADF now invites sealed Bids from eligible Bidders for:

RLRCP/1/1.2/2018, “Reconstruction of the road “Qafe Thore – Theth”, Shkoder”. The construction period is 10 months. The project aims full reconstruction of Qafe Thore – Theth. This segment is 16 km long and follows another previously reconstructed segment form ADF, Boge – Qafe Thore. The construction services required consist on: road reconstruction, structure construction, safety elements, landscape improvement etc. The road reconstruction will increase surrounding asset value, ease area access and mobility for local habitants and accessibility to the castle by tourists.

The required works under this contract consist mainly on; earth movement and excavation, laying and compaction of road subgrade layers, asphalt works, utility works, concrete and reinforcement, and landscaping works.

The Site is located at Shkodra municipality.

  1. Bidding will be conducted through international competitive procurement using Request for Bids (RFB), Small Works (Two-Envelope Bidding Process) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 10:00 to 14:00 hours at the address given below.
  3. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 100 Euro. The method of payment will be direct deposit to the ADF account, at Union Bank, as follows:

The document will be sent by e-mail or dispatched.

For the direct deposit, the Bidder should provide Bank’ payment receipt to ADF. Upon receipt of appropriate evidence of payment of the non-refundable fee, the documents will promptly be dispatched. In addition, if requested, the documents can be dispatched electronically after presentation by the prospective tenderer of an appropriate evidence of payment of the non-refundable fee. In the event of discrepancy between electronic and hard copies of the documents, the hard copy shall prevail.

  1. Bids must be delivered to the address below on or before May 03, 2019, 11:00 hrs. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be immediately publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
  2. All Bids must be accompanied by a bid security in the amount of 18,884,000 Albanian Leke (ALL), or its equivalent in a convertible currency (using the Bank of Albania official exchange rate on the date of publication of the Specific Procurement Notice.
  3. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
