  1. The duration and summary scope of the contract:The construction period is 12 months. The Works consist of landscape and urban regeneration and upgrading works within the city of Himara. This contract is part of a larger scheme of Urban Acupuncture Regeneration Strategy within the city which aims to activate the city life and have an impact on tourism also. The works required for the execution of the contract consist mainly in earth works and landscaping, Site systematization, Concrete Works, Paving works, Building works, Greenery works, Urban Lighting installation, Urban Furniture Works.

III. The Bidder submitting the successful Bid: JV “Gjikuria” shpk & “Leon Konstruksion” shpk. Adr. Rr. “Ibrahim Rugova”, Pallati Kontakt, K. 2, Tirane, Kodra e Diellit, P. Matrix, H. 2, Ap. 4, K. 2, Tirane.

 

  1. The Contract price of the successful Bid:99,328,299.3 ALL (net of VAT) – 119,193,959.2 ALL (VAT included).

VIII. The unsuccessful bidders and the reasons the bids were unsuccessful: 

1) “Riviera” shpk 

The bid does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:

4.2.a) Specific Construction Experience. The criterion is not fulfilled.

The bidder has submitted three work contracts for road infrastructure under Specific Construction requirement:
1. “Reconstruction of highway M2 – R120 Prishtine – Kosove”, started in 7/2009 and completed 12/2015. The value of works is 800,292,327 ALL and they are executed by JV “Riviera” shpk & “Toni Com” shpk with 50% & 50% participation. The value of works executed by “Riviera” shpk within the requested time is 222,303,424 ALL. It is considered as Specific Construction Experience.

2. “Construction of National Road – Bylis”, started in 7/2010 and completed on 2/2013. The value of works is 196,404,482 ALL and they are executed by JV “Riviera” shpk & “Holding Road” with 49% & 51% of participation. The value of the works executed by “Riviera” shpk within the requested time is 40,099,248 ALL which is lower than the requested amount. It is not considered as Specific Construction Experience.

3. “Reconstruction of Ajasem – Dajc – Gomsiqe”, started in 7/2010 and completed in 12/2012. The value of works is 226,754,887 ALL and they are executed by JV “Riviera” shpk & “Holding Road” with 49% & 51% of participation. The value of works executed by “Riviera” shpk within the requested time is 46,295,789 ALL which is lower than the requested amount. It is not considered as Specific Construction Experience.

4.2.b) Specific Construction Experience. The criterion is not fulfilled.
Based on the submitted IPCs and the volume calculations, the bidder does not fulfill the requirement of the specific volume criteria:

– The Bidder fails to fulfill the sub-requirement for Concrete Works: it has submitted only the volumes of concrete executed in the contract “Construction of Three Bridges Leskovik” which is 6,960 m3. In this contract “Riviera” shpk is JV with “Cobein” shpk with 65%. The volumes executed by “Riviera” shpk is 4,524 m3 as opposed to 5,000 m3 requested.

– The Bidder fails to fulfill the sub-requirement for Building Works: it has completed 5,782 m2 plastering as opposed to 10,000 m2 requested.

– The Bidder fulfills the sub-requirement for Stone Plates Works: it has completed 6,315 m2 executed in 2016 in “Requalification of Permet City Centre” as opposed to 3,000 m2 requested.

2) JV “N.P Victoria Invest International” shpk & “Jehona”shpk

The bid is not substantially responsive and does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:
ITB 19.8. The Bid Security of the JV is not in the name of the JV that submits the Bid. It is only in the name of “N.P Victoria Invest International” shpk

3.1 (i) Financial Capabilities. The criterion is not fulfilled.
The JV member “Jehona” shpk has not confirmed access/available the Line of credit. The Bank BKT states that “may take in consideration the request if the conditions are fulfilled”.

4.1.a) General Construction Experience. The criterion is not fulfilled.
The JV member “Jehona” shpk has submitted construction experience starting from year 2014.

4.2.b) Specific Construction Experience. The criterion is not fulfilled.
The Bidder fails to fulfill the sub-requirement for Building Works: the volumes of plastering works are not submitted with the requested form. The bidder has submitted only a declaration without supporting documents in order to verify the declared volumes of plastering.
