1.   This Invitation for Bids follows the General Procurement Notice for this Project that appeared in UNDB and dg Market, issue no. 727 of April 30, 2008.

2.   The Government of Albania has received a credit from the International Development Association (IDA) and other donors, toward the cost of Secondary and Local Roads Project, and it intends to apply part of the proceeds of this credit to payments for the Purchase of 10 (ten) Vehicles for the Albanian Development Fund (ICB – G – Veh 2).

3.   The Albanian Development Fund now invites sealed bids from eligible and qualified bidders for Purchasing of 10 (ten) vehicles under the contract ICB – G – Veh 2. The delivery period for the vehicles is 60 (sixty) days after contract effectiveness.

4.   Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004 and revised October 2006, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.

5.   Interested eligible bidders may obtain further information from Albanian Development Fund, and inspect the Bidding Documents at the address given below from 9.00 to 16.00 local time.

6.  Qualifications requirements include: (i) The bidder should have an annual turnover in any of the last 3 years of not less than 400,000 USD; (ii) The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s): 1) the bidder should be a manufacturer who must have manufactured, tested and supplied the goods similar to the type specified in the schedule of requirements 100% of the quantity indicated in the schedule of requirements in any of the last 3 (three) years and which should have been in successful operation for at least 1 (one) year as on the date of the bid opening, 2) bids of the bidders quoting as authorized representative of a manufacturer, meeting with the above requirements in full, can also be considered, provided: a) manufacturer furnishes a legally enforceable authorization in the prescribed form assuring full guarantee and warranty obligations as per GCC and SCC for the goods offered; and b) the bidder, as authorized representative, has supplied, installed and satisfactorily commissioned and provided after sales service for at least 2 similar contracts in any of the 3 (three) last years which must be in satisfactorily operation for at least 1 (one) year on the date of bid opening. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7.   A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 50 (fifty) EURO. The method of payment will be cash, cashier’s check, or direct deposit to the Albanian Development Fund account number: 0100404651 Raiffeissen Bank – Tirana, Albania, SWIFT code: SGSBALTX, IBAN AL 10202110130000000100404651. The Bidding Documents will be sent by airmail for overseas delivery and surface mail or courier for local delivery.


8.  Bids must be delivered to the address below at or before June 20, 2011, at 12.00 hrs local time. Electronic bidding will not be permittedbe permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or at the address below on June 20, 2011, at 12.00 hrs local time.  All bids must be accompanied by a Bid Security of 3,500 (three thousand five hundred) US Dollar or an equivalent amount in a freely convertible currency.
