Clarifications # 1 issued to Applicants
Question no. 1. – The Prequalification Data does not contain indications about
the number of originals and copies to be submitted. Please specify if there is
enough to submit only one ORIGINAL or there is the necessity to attach also
envelopes containing copies.
Every applicant should submit along with the original one copy of the
Question no. 2: If an
Applicant is interested in submitting applications for all the 4 contracts in
the object it is possible to submit one cumulative application containing only
one set of supporting documents such as: financial statements, articles of
incorporation, etc., in order to reduce the volume of the package? Or we shall
prepare separate envelopes for each contract applying for?
As they are 2 (two) different packages and the qualification
criteria are different, an Applicant has to submit two applications. One is for
the package that includes 3 (three) tenders. In that package
the Applicant shall submit 1 (one) cumulative application.
Question no. 3: In the para 2.2 Qualification
Criteria we read “Therefore if an Applicant wishes to prequalify for more than
one Contract, the capacity information supplied must by increased pro-rata to
the number of works contracts that the Applicant wishes to be prequalified for:
i.e. for two Works Contracts = twice the capacity criteria; for three Works
Contracts = three times the capacity criteria; etc taking into account the
applicant's commitments for other contracts”. Please specify if, in case of
applying for 4 contracts:
- We must propose 4 different teams of personnel or itís possible to propose the prime candidate in one
contract as alternative in other one?
- For the plants and equipment, it is possible to propose the same crushing plant for more contracts?
Same for the Asphalt mixing plant (proposing one of a major capacity)?
- For the General experience (b), if applying for more than one contract, the requirement must be increased
for the number of similar contracts or for the amount? i.e. If for one contract is required at least 3 projects
having an amount of not less than euro 5.6 Million, for 4 contracts we shall have 3*4=12 contracts or same 3
contract but for the amount of 5.6*4 = 22.4 Million Euro?

- Yes, you can propose the same crushing plant or Asphalt mixing plant for more contracts, but their capacity
will be multiplied for the number of contracts that you will applied.
- For the General experienFor the General experienFor the General experience (b), if applying for more than one contract, within package with contracts WL-Rec 46-1,
47, 90, the requirement must be increased for the number of similar contracts i.e. 3*3 = 9 contracts having an amount
not less than Euro 3.6 million each also. If you wish to apply for four contracts, considering also contract WL-Rec 91,
plus 3 similar contracts having an amount not less than Euro 5.6 million each. If the applicant wants to apply for both
packages then ADF will evaluate the cumulative criteria of both packages combined.
The General Experience (b): If the Applicant will submit
not minimum 3 contracts for the requested amount, but one contract for an amount
exceeding three times the required it will be considered as fulfilling the

information in other currencies shall be converted to Euro, using the Bank of
Albania official fix rate, as follows:
a) For the total value of annual construction turnover (the data in balance
sheets), converted at
the end of the period reported (every year end).
b) For similar nature and complexity contracts and current contracts
values as per payment received will be converted at the end of the period
year end) and sum up in total value, in case contracts duration will be more
than one year

Regarding to above clause, it has been defined that there is no information
currencies in the Bank of Albania official web site:
-Turkish Lira/Euro (TL/€)
-Ukrainian Hryvnia/Euro (UAH/€)
-Saudi Arabian Riyal/ Euro (SAR/€)
-Omani Rial/Euro (OMR/€)
Therefore, could you please clarify the methodology to convert these currencies
to Euros? Could we use exchange rates of national banks of related countries?
Furthermore, in the exchange rate archive in Bank of Albania web site, the
exchange rates data is up to the end of year 2009 and no further information after year 2009. Therefore
could you also clarify the source of mentioned data that applicant can reach?
ADF has investigated the currencies mentioned and can confirm that for the
currencies, other than the Omani Rial, Applicants should use the following
Under the ‘Download data’ heading Applicants should use the dropdown menus to
firstly enter ‘Currencies’ followed by ‘Currencies Summary’ then select the
archive date that the Applicant requires. This will then download a Summary
table of the currency exchange rates for that date. The Applicant should then
use the currency exchange rate into Euro. Applicants should attach a copy of the
exchange rate table to the Qualification Criteria converted into Euro.
For the Omani Rial, ADF has located a website for the Central Bank of Oman, but
has been unable to locate an archive of previous rates. Therefore we have
attached a copy of the Exchange rate from Euro to Rial for the date of
preparation of this response i.e. Tuesday 12/06/2012.
Applicants should use the following exchange rate for converting Rial to Euro,
which is based on the reciprocal of the average of the two rates (buying and
selling): 1 Rial = 2.08087 Euro.
The Bank of Albania website provides exchange rate archive information
including year 2010 on the Albanian language pages (but only to 2009 on the
English translated pages). For exchange rate information for 2011, Applicants
should enter the date required in the ‘Interval’ spaces and then select one of
the main currencies. For any other currencies, Applicants should use the same
website link provided above and attach a copy of the data page used in their application.
