I.          The duration and summary scope of the contract: The construction period is 12 months. The main objective of the project is urban requalification of the coastline in the village Dhėrmi and Jalė, so that through interventions in the landscape seashore can be provided contemporary standards in facilities and comfort for coastal tourism. The main goal is to prepare an intervention for requalification of the coastline in the villages Dhėrmi and Jalė, detailing the main acts respecting the vision of the Local General Plan. This intervention will serve to human activities and interactions related to the upcoming environment, landscape and cultural space:

The works required for the execution of the contract consist mainly in:

-       Earth works and landscaping,

-       Site systematization,

-       Concrete and paving works,

-       Greenery works, urban lighting installation and urban furniture works;

-       Pier construction works.

The Site is Dhėrmi and Jalė villages, Himara municipality.

II.        The selection method used: The Most Advantageous Bid.

III.       The Bidder submitting the successful Bid: JV “Gjikuria” shpk & “R&T” shpk & “Albavia” shpk. Adr. Rr. "Ibrahim Rugova", Pallati Kontakt, K. 2, Tiranė.

IV.      The Contract price of the successful Bid: 441,427,672 ALL (net of VAT) – 529,713,206 ALL (VAT included).

V.        The Bidders who submitted a Bid:

1)    "GPG Company " shpk

2)    JV "N.P Victoria Invest International" shpk & “Jehona”shpk

3)    JV “Gjikuria” shpk & “R&T” shpk & “Albavia” shpk

VI.      The bid prices as read out at opening of financial parts of bids:

1)    JV “Gjikuria” shpk & “R&T” shpk & “Albavia” shpk - 495,676,022 ALL (net of VAT) – 594,811,226 ALL (VAT included).

VII.     The bid prices as evaluated:

1)    JV “Gjikuria” shpk & “R&T” shpk & “Albavia” shpk - 441,427,672 ALL (net of VAT) – 529,713,206 ALL (VAT included).

VIII.    The unsuccessful bidders and the reasons the bids were unsuccessful:

1)      "GPG Company " shpk

The bid does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:

4.1.a) General Construction Experience. The criterion is not fulfilled.

The bidder has submitted the following contract but only two of them are considered similar:

1.   Construction of Lushnje – Berat Lot 1, started in 2011 and completed in 2014. Value of works 408.843.978 ALL.

2.   Reconstruction of road Lushnje – Hysgjokaj, started in 2013 and completed in 2014. Value of works 615,777,720 ALL and executed as JV with Filipos. 60% of his part is 307,888,860 ALL lower than the similar contract.

3.   Construction of road Lushnje – Berat lot 2, started in 2013 and completed in 2016. Value of works 1,619,005,442 ALL.

4.   Construction of Arbri Road lot 1 started in 8/2011 and completed in 2015. The works are completed by GPG & Ulza & Sidikat with the following percentages: 76% GPG, 14% Ulza and 10% Sidikat. The value of works is 498,023,375 ALL. The value executed from GPG is 0.76 % of the total, which make 378,497,917 ALL. The value executed within 2012 – 2014 is 340,648,125 ALL which is lower than the requested amount.

4.2.b) Specific Construction Experience. The criterion is not fulfilled.

The bidder has not executed specific volumes for pier construction. He presented “pier works” in the forms but after the verification of the contracts and IPCs results that they are all normal concrete slabs executed in non-seaside cities.

 

2)      JV "N.P Victoria Invest International" shpk & “Jehona”shpk

The bid is not substantially responsive and does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:

ITB 19.8. The Bid Security of the JV is not in the name of the JV that submits the Bid. It is only in the name of "N.P Victoria Invest International" shpk

3.1 (i) Financial Capabilities. The criterion is not fulfilled.

The JV member “Jehona” shpk submitted a BKT statement where Bank states that it will give to “Jehona” shpk a credit if it fulfills the requirements.

3.2 Average Annual Construction Turnover. The criterion is not fulfilled.

The average annual turnover of JV member “Jehona” shpk is 306,846,703 ALL which is 34 % of the total. The minimum requested for each member is 35%.

4.1.a) General Construction Experience. The criterion is not fulfilled.

The JV member “Jehona” shpk has started construction works in 2014.

4.2.a) Specific Construction Experience. The criterion is not fulfilled.

The JV member “Jehona” shpk submitted 2 contracts:

1.   Pedestrian zone in Mitrovice, started in 3/2014 and completed in 12/2016. The value of works is 291,862,334 and executed as JV between “Jehona” shpk and “Kostak”. The total amount executed from the JV, is smaller than the requested amount.

2.   Reconstruction of road Luan Haradinaj, started in 2015 and completed in 2016. Value of works is 399,081 EU.

All the above mentioned contracts are smaller than the requested value, therefore are not considered similar.
