I. The duration and summary scope of the contract: The construction period is 12 months. The Works consist on landscape and urban regeneration and upgrading works within the city of Himara. This contract is part of a larger scheme of Urban Acupuncture Regeneration Strategy within the city which aims to activate the city life and have an impact on tourism also. The works required for the execution of the contract consist mainly in earth works and landscaping, Site systematization, Concrete Works, Paving works, Greenery works, Urban Lighting installation, Urban Furniture Works.


The contract includes works at 5 sites, which are positioned on the entire city.
- First Site is located at the existing part of the national road that goes through the urban area.
- Second Site is located in entire area between the national road and waterfront.
- Third Site and Fourth Sites are located in west -north of the city.
- Fifth Site is located in entire area between the national road and waterfront.


II. The selection method used: The Most Advantageous Bid.


III. The Bidder submitting the successful Bid: “Gjikuria” shpk. Adr. Rr. "Ibrahim Rugova", Pallati Kontakt, K. 2, Tiranë.


IV. The Contract price of the successful Bid: 225,070,745 ALL (net of VAT) – 270,084,894 ALL (VAT included).


V. The Bidders who submitted a Bid:

VI. The bid prices as read out at opening of financial parts of bids:

VIII. The unsuccessful bidders and the reasons the bids were unsuccessful:

1) “GPG Company” shpk
The bid is not substantially responsive and does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:
ITB 19.1. The bidder has not submitted a Bid security.
4.2.b) Specific Construction Experience. Based on the submitted IPCs and the volume calculations, the bidder does not fulfill the requirement of the specific volume criteria:


- The Bidder fails to fulfill the sub-requirement for Building Works - Supply and place of Wall Plaster volume: it has completed 0 m2 as opposed to 46,400 m2 requested.
- The Bidder fails to fulfill the sub-requirement for Stone Plates Works volume: it has completed 4,330 m2 as opposed to 31,200 m2 requested. The volumes of stone plates works are executed in these objects:
• Rruga Lushnje Hysgjokaj: 3,480 m2
• Lushnje – Berat lot 1: 850 m2


For all the other declared volumes there are no IPC to calculate or prove the quantities.


Also the Bidder didn’t comply with clause 21.2 “Sealing and Marking of Bids” as the Copy of the Technical Part was not sealed but opened.


2) “Gener 2” shpk
The bid does not meet the qualifying criteria, conforming to all the terms, conditions and specifications of the Bidding Documents as follows:
4.2.a) Specific Construction Experience. The bidder has submitted three work contracts for road infrastructure under Specific Construction requirement:


1. Reconstruction of “Road Boge Qafe Thore” with value of 438,676,996 all executed between 03/2013 – 2015. The construction consists in 2,139 m3 of concrete works, 13,447 tons of asphalt layers, and 50,607 m3 excavations.

2. “Construction of By Pass lot 8” with value of 874,510,350 all executed between 08/2011 – 2014. The construction consists in 143,968 m3 of earthworks, 17,625 tons of asphalt layers and 7,327 m3 of concrete works.

3. “Construction of Arber`s Road” with value of 2,332,963,024 all executed between 05/2011 – 09/2013. In this contract the contractor has placed only 785 ton of asphalt from 12,000 tons estimated in the BoQ of this contract. Therefore the contract is completed without asphalt layers. These works are not similar with the proposed Work as the complexity, method and technology are not the same as in a paved road.
Therefore it is not considered as Specific Construction Experience.


4.2.b) Specific Construction Experience. The criterion is not fulfilled. The Bidder fails to fulfill the sub-requirement for Stone Plates Works volume. The bidder has submitted IPC from three work contracts under Specific Construction for Stone Plates Works:


1. Service building in “Don Bosko” with 2 underground floors: 6,324 m2 tiles. Year 2013

2. “ABA Centre” building: 16,870 m2 tiles: Year 2013

3. “Jordan Misja” tower “f” and “g”: 10,990 m2. Year 2013

All the submitted quantities belong to normal flat tiles executed in the building floor. Normal flat tiles works differ in construction methodology and material from the requested stone plates works and therefore cannot be consider compliant.


IX. The standstill period is 10 days.
