Assignment Title:       Supervision services for fast-truck subproject in urban upgrading and infrastructure improvement (Saranda, Gjirokastra, Berati and Permeti)

The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include “Supervision services for fast-truck subproject in urban upgrading and infrastructure improvement (Saranda, Gjirokastra, Berati and Permeti)”. The required services will include the supervision of Works contracts for the following fast-track subprojects:


(1) Saranda Staircase Rehabilitation
(2) Saranda Urban Regeneration of existing Promenade “Naim Frasheri”
(3) Gjirokastra Bazaar cobblestone road rehabilitation
(4) Gjirokastra Ali Pasha Trail and slope stabilization
(5) Gjirokastra Street and monument lighting in historic center
(6) Berat Rehabilitation of cobblestone road to Berat castle "Mihal Komneno".
(7) Berat Upgrading of vehicle access road to Berat Castle “Muzak Topia”
(8) Permet Street and monument lighting in historic center


The Consultant is expected to be proactive in identifying optimal solutions to reach the objectives of this contract and to identify any additional tasks and activities, which are desirable or necessary for the successful implementation of this assignment. It is up to the Consultant to prepare his own detailed organisation and methodology including all relevant particulars for all activities to ensure that they fulfil the general and specific requirements described in these Terms of Reference. In all tasks, the Consultant should follow the application of the World Bank Group Environmental Health and Safety Guidelines applicable to civil works.


Albanian Development Fund (ADF), now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. This assignment will be carried about by a consultant company. The Consulting Company should be able to provide in original or legal certified version, valid professional licenses for supervision. The Consulting Company should have at least 8 years of experience in the area of Construction Management (supervision of public infrastructure).
The Consultant shall provide an experienced construction supervision and contract administration team with proven technical and managerial competence and experience in the supervision of construction works under World Bank Conditions of Contractor and Albanian Legislation or internationally recognized contract conditions used by IFI's. The working language of the project is English and Albanian language. All the team members assigned by the Consultant must possess proficiency in English language.


Key staff shall include but not limited to the following:


Team Leader (“Supervisor's Representative”) with minimum 10 (ten years) experience working in design and supervision of similar projects and minimum 5 (five) years experience in working in the position of Team Leader/Resident Engineer/Engineer Representative/Supervisor's representative in service contracts in charge of supervision of works contracts for construction or reconstruction of infrastructure projects related to roads, and urban infrastructure,


Site Supervision Engineers – 3 Civil Engineers with minimum 8 (eight) years experience working in design/supervision/construction of infrastructure projects (roads, urban infrastructure, buildings, etc.) and minimum 5 (five) years experience working in the position of site supervision engineer in service contracts as part of supervision consultant team, in charge of supervision of works for construction of infrastructure projects (roads, urban infrastructure, etc.)


Site Supervisor engineer - Electrical Engineer with minimum 8 (eight) years experience working as electrical engineer experience in design/supervision/construction of infrastructure projects (roads, urban infrastructure, buildings, etc.)


Material Engineer with minimum 5(five) years experience working as material engineer in service contracts as part of supervision consultant team, in charge of supervision of works for construction of infrastructure projects (roads, urban infrastructure, buildings, etc.)


Quantity Surveyor/Engineer with minimum 8 (eight) years of topo-surveying experience in design/supervision/construction of large infrastructure projects (roads, urban infrastructure, buildings etc.) and minimum 5 (five) years experience in the position of quantity surveyor in service contracts as part of supervision consultant team, in charge of supervision of works for construction of large infrastructure projects (roads, rail, ports, airports).

Environmental, Social and Occupational Health and Safety Specialist with minimum 8 (years) years on relevant environmental risks management linked to construction works and their supervision minimum 3 (three) years (on environmental management plans and monitoring of such plans) responsible for monitoring the Works Contractors’ compliance with the environmental health and safety requirements of the ESMPs and also monitoring of environmental requirements in line with the Code of Conduct Environmental, Social, Health and Safety Guidelines.


Archaeologist/Cultural heritage expert with minimum 5 (five) experience in heritage conservation and historical centers requalification environmental measures


Short - term expert


The Consultant may identify the need, from time to time, for Short term expert (foreign or local) to assist the Site Supervision Team in various disciplines such as; preservation and restoration, geology, hydrology, surveying, electrical/IT engineering, public utilities specialist, etc. Short –term Expert’s CVs will be reviewed by ADF at the time of requirement.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, revised July 2014), setting forth the World Bank’s policy on conflict of interest. The selection method to be applied is Consultants Qualification Selection (CQS), in accordance with the procedures set out the World Bank’s Guidelines Selection and E, in accordance with the procedures set out the World Bank’s Guidelines Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” (January 2011, revised July 2014).


The assignment is expected to be performed during 16 months period followed by defect liability period for each contract, and the level of inputs is 84 man/months. The firm will be contracted under a time base contract. The consultant is expected to start the service on September 2017.
