Assignment Title:       Urban Regeneration of the Existing Promenade

                                     “Naim Frasheri” in Saranda

The Government of Albania has received financing from the World Bank toward the cost of the Project for Integrated Urban and Tourism Development (PIUTD), and intends to apply part of the proceeds for consulting services.  The consulting services (“the Services”) include: “Urban Regeneration of the Existing Promenade “Naim Frasheri” in Saranda”.


The overall objective of this Assignment is to develop an integrated design for the renovation of the “Naim Frashėri” promenade and for the improvement of the facades of buildings along the promenade. The designs should be in line with the requirements of the municipality and the overall objectives of the PIUTD project.


Albanian Development Fund (ADF), now invites eligible consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.  Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.


The Assignment will be carried out through the following Tasks.


Task 1: Topographical survey and assessment of the current conditions of the promenade and current condition of facades along the promenade.

Task 2: Concept Design

Task 3: Detailed landscape, architectural & engineering Design and Cost Estimates

Task 4: Safeguards (Environmental and Social) Screening


A multi-disciplinary team of 7 key and technical supporting staff shall be required for the execution of the project.  The Consultant Team should be led for the full term of the project by


a Principal Architect/Urban Designer as the Team Leader with broad international experience in EU countries and qualifications and experience in Architecture, Urban Design & Project Management. A local Architect/Urban Planner should be appointed fully for the duration of the consultancy to serve as local representative.


The proposed key team composition shall be:

  • Construction Engineer - 10 yrs. postgraduate experience in constructive project designing, M.Sc. in construction engineering
  • Topographic Engineer - 10 yrs. postgraduate experience in topographic surveys. M.Sc. in topographic  engineering
  • Electrical Project Designer - 10yrs. postgraduate experience in electrical project designing. M.Sc. in electrical engineering
  • Structural Engineer - 5 years’ experience on maritime structure. M.Sc. in construction engineering
  • Environmental Impact Assessment certified expert- 5 years’ experience with preparation of EIA reports according to national laws. Certificate for EIA, licence of National Licencing Centre for EIA, National Registration Centre extract, in case of domestic firm
  • Hydraulics –Drainage Engineer- 10 yrs. postgraduate experience in hydro technical project designing. M.Sc. in hydro technical engineering, in case of domestic firm
  • Archaeologist /Cultural Heritage Expert (Licensed) - 10 years’ of experience in Archaeologist /Cultural Heritage project design. Certificate for NCA, licence from the National Council of Archaeology in case of domestic firm

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011, revised July 2014), setting forth the World Bank’s policy on conflict of interest. 


The consultant should be a Local Firm. The selection method to be applied is Consultants Qualification Selection (CQS), in accordance with the procedures set out the World Bank’s Guidelines Selection and Employment of Consultants Under IBRD Loans and IDA Credits & Grants by World Bank Borrowers” (January 2011, revised July 2014).

The assignment should be performed within 6 months period, and the level of inputs required is 20 man/months. The local firm will be contracted under a lump sum contract. The consultant is expected to start the service on July 2017 until to December 2017
