The Government of the Republic of Albania (hereinafter called “the Government”) has received a loan (hereinafter called “the Loan”) from the Kuwait Fund for Arab Economic Development (KFAED), (hereinafter called “the Fund”) toward the financing of the Rehabilitation of the Vlora River Road Project, and it intends to apply part of the Loan to payments under the contract for the Consulting Services for Supervision of Works Contracts for the Rehabilitation of the Vlora River Road Project, in the Vlora Region. Therefore, the Albanian Development Fund, as the Client, is now requesting expressions of interest.

The services will include the following:

  • Carry out the supervision of two or more adjacent road works contracts, based on the available designs and bidding documents prepared by a separate consultant. The consultant’s team will provide for both overall management and also supervision of the works contracts.
  • The supervision services comprise working with the successful contractors to ensure an orderly start-up and timely execution of the works; a full array of quality assurance activities; certification of payments; co-ordination with road works stakeholders; contract administration; minor designs for problems encountered; development of variation orders as needed, including scoping, independent pricing, and negotiation; communication and facilitation of communication among all necessary parties and reporting monthly progress.
  • The Consultant will, through its supervision teams and central support resources, assist the Client (ADF) in all contract management tasks, including the preparation for, and execution of, the taking over of any elements of the works.
  • It is envisaged that the assignment would be carried out over a 48-months period, including the Defects Liability Period.

The Albanian Development Fund, as the Client, now invites eligible Albanian consultants to indicate their interest in providing the supervision services.

To be considered as eligible the Albanian consultants firms should be based in Albania and owned to an extent of not less than 51% by nationals of Albania.

Interested consultants must provide the following information indicating that they are qualified to perform the services:

  • The consultant’s reputation as a professional body and its reputation for maintaining a satisfactory client-consultant relationship, through submission of details of similar contracts completed within last five years (the number of similar contracts completed will be taken into account when short-listing suitable consultants);
  • The consultant’s past experience and performance in particular working as Supervisor or as a sub-consultant with an international consultant supervising large-scale road projects;
  • The financial ability of the consultant, indicating longevity of the consultant and continued solvency throughout the period of services. In particular the consultant must demonstrate his average annual turnover, during the last five years (2011 to 2015), which will be taken into account when short-listing the consultants;
  • Freedom from conflict of interest, i.e. the consultant shall declare that it does not have any interest, directly or indirectly, in the construction or manufacturing or supply of materials and equipment for the project under consideration; and
  • Number of permanent staff employed and the following key staff who would be able to contribute to a supervision team, indicating their key qualifications and experience in their selected field of interest, related to road supervision projects:
    - Civil Engineers (Road Specialists);
    - Materials Engineers (Quality Control);
    - Quantity Surveyors/Engineers (Measurement Control); and
    - Environmental Specialist.

Six consultants will be shortlisted from those expressing interest which have been evaluated to meet the best of the above criteria.

Consultants will be selected for short-listing in accordance with the procedures set out in the Fund’s Guidelines for the Use of Consultants, First Edition 1995.

Expressions of interest must be delivered to the address below by 14:00 hrs (CET) on 30th May 2016.
