Assignment Description:

The European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB) are jointly providing a EUR 100 million loan, supported with IPA funds, for the rehabilitation of the regional and local road network in Albania. The investment will rehabilitate up to 500km of the regional and local network, improving access to essential services and economic markets, via the provision of quality road infrastructure.

The project is being implemented by the Albanian Development Fund (ADF) as part of a wider regional and local rehabilitation programme. Under this programme, significant investments are being made to improve the condition of the local road network in Albania. It is therefore important to ensure the benefits of these investments are sustained, by improving local road maintenance management capacity to maintain the quality of the rehabilitated assets. The responsibility for local road maintenance lies with communes, which are referred to as Local Government Units (LGUs).

The Local Rural Road Maintenance Program is an ADF programme focused on improving local road conditions in the country, through the provision of technical assistance to LGUs for building their local road maintenance capacity. The central issue that the programme addresses is the inadequate maintenance of Albania’s local road network, and changing the maintenance philosophy from a reactive approach to a preventative approach. The program seeks to achieve its goal by building local road maintenance management capacity at the LGU level, by strengthening planning and managerial capacities for road maintenance. This is achieved through the ADF training staff from LGUs and transferring technical knowledge.

A Consultant is being sought to support ADF in building the local road maintenance management capacity in Albania as part of the Local Rural Road Maintenance Programme (LRRMP).

The Services will include the following:

    •   Assessment of existing local road maintenance institutional and financial conditions with recommendations;

    •   Preparation of tool kits on rural road maintenance;

    •   Development and support to delivery of capacity building programme; and

    •   Assist in the implementation of rural road maintenance programmes on a pilot basis.

Assignment Start Date and Duration:

It is envisaged that the assignment would be carried out over an 18-24 month period, principally in Albania.contract is expected to start in Q2 2013.

 

 

Maximum Budget available for the Assignment:

The budget or expected staff inputs shall be specified in the Request For Proposal.

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such determination in the response to the Notice.  If any indirect If any indirect taxes/VAT are payable, the client will have to pay indirect taxes/VAT element to the services directly to the consultant/s unless otherwise agreed.

Eligibility:

There are no eligibility restrictions. However consultant selection and contracting will be subject to availability of funding.

 

 

Consultant Profile:

The Consultant should have previous experience in both the following fields:

    •   Preparation of infrastructure asset maintenance programmes for regional and/or local governments; and

    •   Delivery of training and capacity development programs for regional and/or local government infrastructure services.

The Consultant shall satisfy the following minimum technical and financial criteria:

    •   The candidate has completed at least (2) two projects (with value of services not less than EUR 350,000 in each project) in both the required fields of expertise described above within the (4) four calendar year period prior to the year of closing date for submission of applications, or started such projects no later than 2009.

    •   The candidate has implemented at least (2) two projects (with value of services not less than EUR 350,000 in each project) related to regional and local roads in the Balkans and/or European transition economies within the (4) four calendar year period prior to the year of closing date for submission of applications, or started such projects no later than 2009;

    •   The average annual turnover of the candidate in the last (3) three years (2008, 2009 and 2010) must exceed EUR 1.25 million; and

    •   The averages of cash and cash equivalents at the beginning and end of year are positive.

Consultants satisfying the above criteria shall be ranked against the same criteria and a maximum of the top six shall be shortlisted.   

Status:

The ADF now invites eligible consultants to indicate their interest in providing a multidisciplinary team to perform these Services.ested consultants must provide information indicating that they are qualified to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).  Consultants may associate to enhance their qualifications.

The procurement of the services will be subject to the European Investment Bank's Guide to procurement (available from http://www.eib.org/projects/publications/guide-to-procurement.htm)

and will be open to consultants from any country.

The Consultant should submit details of experience or similar assignments undertaken in the previous five years, inclusive of project title; location; contractual role of the firm; the presence of any affiliate or parent companies and their respective roles; start and completion dates; value; name of the Client; Certificates issued by the Client for good completion of the assignment;  funding source; objectives and brief narrative description of the project, functions and tasks carried out, including applicable national and/or international codes and standards.

Consultant’s Expressions of Interest must be delivered to the address below by DATE 18 February 2013.  Expressions of Interest should not exceed a maximum of 25 pages. 1 original and 1 copy of the above information, in English, should be submitted to the Client in an envelope marked Expression of Interest for Regional and Local Roads: Support to development of sustainable road maintenance systems in local government.
