SECONDARY AND LOCAL ROADS PROJECT
CONSULTING SERVICES - INDIVIDUAL
This notice follows the General Procurement Notice (GPN) for this project
that has been published in the Official Journal of the European Union on 17
December 2009, the Albanian Development Fund website on 15 December 2009 and
EBRD’s website on 17 February 2012.
The Government of Albania (GoA) has received financing in the amount of
approx. EUR 104 million equivalent from the European Bank of Reconstruction and
Development (EBRD) and European Investment Bank (EIB) toward the cost of the
Secondary and Local Roads Project.
For the purposes of assisting the GOA with the implementation phase of the
project the GoA has obtained funding from the Western Balkans Investment
Framework (WBIF) from which it intends to apply part of the proceeds to payments
for the proposed consultant services.
The title of the consulting services is: Technical Assistance to the Albanian
Development Fund (implementing Agency) for Secondary and Local Roads Project.
The services are to be delivered by an individual.
The services include the following activities:
(i) supporting the ADF to carry out an efficient and effective
implementation of the Secondary and Local Roads Project, (ii) assistance on
technical documentation and procurement issues, as well as implementing a
procurement programme conforming to the Credit and Loan Agreements under the
Guidelines of the EBRD, EIB and other donors and (iii) transfer technical,
managerial and procurement skills to ADF staff.
The Technical Assistant shall meet the following technical requirements:
(i) at least a bachelors degree in civil engineering or other relevant subject;
(ii) at least 15 years professional experience, of which at least 10 shall be in
the roads sector; (iii) prior experience on at least one IFI funded road
project; (iv) prior experience in providing technical assistance services to a
road agency; and (v) demonstrable in depth knowledge of procurement policies and
procedures of the EBRD, EIB and PRAG. Prior experience in the region is
The assignment will be for a minimum of 12 months and a maximum of 36
months. The services shall be delivered in the ADF offices in Tirana.
The Albanian Development Fund now invites eligible individual consultants
to indicate their interest in providing the services. Interested individuals
must provide information indicating that they are qualified to perform the
