Assignment Description:

The European Bank of Reconstruction and Development (EBRD) and European Investment Bank (EIB) are jointly providing a EUR 100 million loan, supported with IPA funds, for the rehabilitation of the regional and local road network in Albania. The investment will rehabilitate up to 500km of the regional and local network, improving access to essential services and economic markets, via the provision of quality road infrastructure.

Additionally KfW is providing EUR 20 million, including EUR 8.8 million IPA Funds, for the rehabilitation of up to a further 100 km of regional roads.

The project is being implemented by the Albanian Development Fund (ADF) as part of a wider regional and local rehabilitation programme. The existing Supervision Consultant’s contract finishes at the end of December 2012, so it is necessary to appoint another Supervision Consultant. The main objective of this consulting assignment is the Supervision of the contracted civil works in the programme including monitoring, inspection, and reporting supervision activities. The main tasks are:

- Supervision of Works

- Approval of Contractors’ documents

- Engineer’s Work Programme Report

- Monthly Construction Progress Reports

- Advice on Variations and Contractors’ claims

Consultants wishing to be considered for the assignment shall provide a statement of their financial capacity in accordance with Annex 1.

 

Assignment Start Date and Duration:

The anticipated Assignment Start Date will be 1st October 2012 and will be completed at the end of September 2016.

The assignment is phased, with a firm contractual tranche of 15 months, and two conditional tranches of 12 months each, which may be followed by an extension to provide for some consultant supervision activities during the one-year Defects Notification Period.

 

 

 

Maximum Budget available for the Assignment:

EUR 4.0 million (Exclusive of VAT).

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such determination in the response to the Notice.  If any indirect taxes/VAT are payable, the client will have to pay indirect taxes/VAT element to the services directly to the consultant/s unless otherwise agreed.

Funding Source:

Western Balkans Investment Framework is providing EUR 1.5 million. An EIB Loan to the GoA is providing EUR 1.7 million.

KfW, through a Financial Cooperation Loan, is providing EUR 0.8 mil.

 

Eligibility:

There are no eligibility restrictions, however consultant selection and contracting will be subject to availability of funding.

Consulting firms on the UN or EU embargo list are not eligible for KfW financed contracts.

 

 

Consultant Profile:

Corporate services are required.  The Consultant will be a firm able to demonstrate substantial and wide-ranging experience of transport engineering including the supervision of roads, and associated highway structures, especially for secondary and local roads.

The Consultant's team leader will be able to demonstrate significant experience of the supervision of road projects, including rural roads. The firm should have previous experience of working in Western Balkans and team members with the ability to work in English and Albanian languages will be considered a significant advantage.

 

Status:

Interested firms are hereby invited to submit expressions of interest.

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted should include the following:

         company profile, organisation and staffing;

         details of experience or similar assignments undertaken in the previous five years (the information submitted shall include for each project, as a minimum, the following: project title; project location; contractual role of the firm; the presence of any affiliate or parent companies and their respective roles; start and completion dates; value; name of the client; funding source; objectives and brief narrative description of the project, functions and tasks carried out; and written references where possible).

         CVs of staff who could be available to work on the assignment and who have worked previously on similar projects. In particular, sample CVs shall be submitted for the following key positions: Chief Resident Engineer (Team Leader); 2 No. Deputy Resident Engineers; Environmental Expert; Quality Control Expert; and Quantity Surveyor.

The above information should not exceed 25 pages excluding CVs.

The tender procedure follows EBRD procurement guidelines and the shortlisting /selection procedure will be carried out utilising a points scoring system where the following information will be assessed:

General Experience

         No. of years of general experience (years since established);

         Number of Roads Projects;

         Annual Turnover;

         Technical and Managerial Capabilities.

 

Particular Experience

         Number of Similar Projects completed;

         No. of projects with specific experience of supervision of secondary and local (rural) roads;

         No. of road projects completed in-country or similar countries.

 

Firm’s Personnel Capabilities

Firm’s Personnel Qualifications (no. of years experience, similar projects, etc.):-

         Chief Resident Engineer

         Deputy Resident Engineer (No.1)

         Deputy Resident Engineer (No.2)

         Environmental Expert

         Quality Control Expert

         Quantity Surveyor

         No. of projects undertaken in Balkan region by above personnel.

 

1 original and 2 copies of the above information, in English, should be submitted to the Client in an envelope marked Expression of Interest for Regional and Local Roads: Supervision, to reach the Client not later than Wednesday 27th June 2012.

 

A further 2 copies should be submitted to the EBRD by the same due date.

 

Note:

Following this Invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals.
